Window shutters have never really been the norm in the UK, but they do have some advantages.

Shutters are typically made from wood, and with much greater quality than blinds as well, which is one of the attributes which attracts people.
Shutters can be made with slots or as complete objects, providing both shelter and privacy where and when it’s needed. With shutters you can actually use them as a feature in your home, while blinds will often be added as an afterthought.
